HomeMy WebLinkAbout03/12/2013 P&Z MINUTES CITY OF THE COLONY PLANNING AND ZONING COMMISSION MARCH 12, 2013 After determining that a quorum was present, the Planning and Zoning Commission of the City of The Colony, Texas convened into regular session which was held on Tuesday, March 12, 2013 at 6:30 PM in the City Council Chambers located in City Hall, 6800 Main Street, The Colony, Texas, at which time the following items were addressed: Board Members Present: Karen Hames, Vice-Chairman; Cesar Molina Jr.; Shannon Hebb and Cody Hall. Board Members Absent: Richard Bambury, Chairman; Brian Wade and Eddie McCormick. Staff Present: Mike Joyce, AICP, Planning Director; Brooks Wilson, AICP, Senior Planner; Gordon Scruggs, Engineering Director; Ed Voss, City Attorney; Brian McNuelty, Recording Secretary. 1.0 CALL REGULAR SESSION TO ORDER Acting Chairman Hames called the meeting to order at 6:34 PM. 1.1 CITIZEN INPUT No citizens came forward during Citizen Input. 2.0 CONSENT AGENDA 2.1 Consider approval of the minutes of the February 26, 2013 Regular Session. It was moved by Commissioner Hebb to approve Item 2.1; seconded by Commissioner Molina. Motion carried (4-0). 3.0 PUBLIC HEARING 3.1 Z12-0001, Planned Development District No. 26 Continue the public hearing until April 23, 2013. Mr. Joyce explained the issue that the legal staff is researching regarding the ownership of the portion of Water's Edge Drive between the main gate of the residential subdivision and Augusta Drive. The ownership and subsequent maintenance of the roadway is in question and that issue has held up the finalizing of the rezoning request. Staff asked that the public hearing be opened, any public input taken, and then continue the public hearing until the April 23, 2013 regular meeting of the Planning and Zoning Commission. It was moved by Commissioner Hebb to open the public hearing, record any citizen input and continue the public hearing until the April 23, 2013 regular meeting of the Planning and Zoning Commission; seconded by Commissioner Hall. Minutes of the Plarming and Zoning Commission March 12, 2013 Page 2 of 2 Following the public hearing, Ms. Wilson advised the Commissioners that the City Council had revised the start date for tenure for all boards and commissions to coincide with the new election date for City Council members. This action extends the term of office for those whose term is to end in December 2013 to June 2014 and those whose term is to end in December 2014 to June 2015, effectively lengthening the current term of service by six months. Mr. David Terre, City Council Liaison, explained the reasons for the change of tenure date.
