MINUTES OF REGULAR SESSION OF LIBRARY BOARD
HELD ON
FEBRUARY 28, 2013
The Regular Session of the Library Board of the City of The Colony, Texas, was called to order at 7:05
p.m. on the 28th day of February 2013, at The Colony Public Library, 6800 Main Street, The Colony,
Texas, with the following roll call:

And with five board members present a quorum was established and the following items were
addressed:
1.0 ROUTINE ANNOUNCEMENTS, RECOGNITIONS AND PROCLAMATIONS:
Call to order
Citizen input: None.
Introduction of Youth Services Librarian - Amanda Poore was introduced to the Board
members during discussion of agenda item 3.5 below; her introduction was delayed until her
return from Stewart's Creek Elementary School Science Night.
In-0-FCONSENT AGENDA
2.1 Consider approval of the minutes of the January 24, 2013 Regular Session
Motion to approve above consent agenda item - Gehrke; second by Krueger; ,notion passed
with all ayes.
3.0 REGULAR AGENDA ITEMS
3.1 Discussion and consideration of proposed recommendations regarding revisions to the
Fees Schedule
Director Sveinsson presented the proposed revisions which include reducing the
restitution fee for videocassettes from $10.00 to $5.00 plus a $5.00 processing fee; adding
blu-ray discs to the fee schedule with a restitution fee of $20.00 plus a $5.00 processing
fee; and adding Early Literacy Kits to the fee schedule with a restitution fee of $60.00 plus
a $5.00 processing fee. Vote on the proposed revisions was tabled to the March meeting
so that Director Sveinsson can discuss the videocassette restitution fee with Library staff.

3.2 Discussion and consideration of proposed revisions to the Respect for the Rights of Others -
Conduct in the Library policy (Section III K) to address the use of electronic cigarettes
Director Sveinsson provided information from a variety of sources about health concerns
related to use of e-cigarettes, the second-hand impact on other people, and some of the
various entities that have enacted policies against e-cigarette use. Staff has witnessed e-
cigarette use in the Library and expressed concern that the policy did not address it. The
proposed revision prohibits the use of electronic cigarettes.
Motion to approve the proposed revisions - Kelly; second by Gehrke; motion passed with all
ayes.
3.3 Reports and discussion regarding Library Board goals and projects for 2013:
A. Increase interaction with LISD schools in The Colony to inform school personnel,
parents and students of TCPL's resources and services
Director Sveinsson noted that Councilman Mikulec is working with LISD schools in The
Colony to strengthen the bond between the schools and the City. He invited her to speak
with students at the middle and high schools in the near future.
B. Board presence at TCPL events
No report.
C. Legislative awareness
Vice-Chair Krueger reported that she wrote to Senators John Cornyn and Ted Cruz
regarding library funding (House Bill 374), and that she received a non-responsive
"canned" reply from Representative Cornyn and a somewhat more targeted reply from
Representative Cruz; she will provide Director Sveinsson with copies of those replies to
share with the Board.
D. Library visits
Director Sveinsson toured Denton Public Library North Branch's newly redesigned teen
room and shared photos and her impressions.
E. Speakers' Bureau
No report from the committee. Member Kelly volunteered to draft and send a list of
suggested topics to the committee members for review prior to the next Library Board
meeting.
3.4 Receive and discuss staff update regarding Friends of the Library activities: Recognition of
library volunteers for 2011-12 service 2-23-13; 5th Annual Great Magazine Swap 3-02-13;
Annual Meeting & Fun Night 4-27-13

The Friends hosted the volunteer recognition luncheon at Amore's Pizza and Pasta on
Saturday, February 23rd and presented the annual services awards. The James W. Althaus
Volunteer of the Year Award was presented to Jennifer Appel in recognition of her efforts to
improve communications within FOTCPL membership and increase FOTCPL and the Library's
visibility in the community through creating and maintaining FOTCPL's Facebook presence.
Board members were encouraged to spread the word about FOTCPL's 5th Annual Great
Magazine Swap that will be held from 10 a.m. to 4 p.m. this Saturday, 3-02-13.
The FOTCPL Annual Meeting and Fun Night will feature a murder mystery on Saturday, April
27th, at 6:30 p.m. Board members were encouraged to contact FOTCPL President Wayne
Bullard if interested in playing a role in the mystery.
3.5 Receive and discuss staff update regarding public relations events and programs: Stewart's
Creek Elementary School's Literacy Night 1-31-13; AARP Tax Help (February-April); Teen
Anime Club gaming tournaments: Pokemon 2-09-13 & Brawl 3-23-13; Stewart's Creek
Elementary School's western expansion research project 2-21-13; Presentation to Lakeview
and Griffin Middle School students 2-21-13; Continuing Education Class for Daycare
Teachers 2-21-13; Kindle eReader demonstration 2-23-13; Peters Colony Elementary School's
Literacy Night 2-26-13; Stewart's Creek Elementary School's Science Night 2-28-13; Summer
Camp Vendor Fair at Morningside Elementary School 3-02-13; and Theater Slam: A Play in a
Day, in partnership with The Colony Playhouse, Friends of The Colony Public Library, and
TCPL's Teen Writers' Club 3-02-13
Two new cards were issued and presentations made to 51 parents and students at Stewart's
Creek Elementary School's Literacy Night on January 31St; TCPL has hosted AARP Tax-Aide on
four evenings this month, serving a total of sixty people; the February 9th P6kemon
Tournament was a great success with 53 people in attendance; registration for future gaming
tournaments, including the March 23rd Brawl Tournament, will start at 6 p.m. in order to be
able to start the actual play at 6:30.
Youth Services Librarian Poore and Technical Services Librarian Charters provided
information to approximately forty-nine 5th-graders at Stewart's Creek Elementary School for
their Westward Expansion research. Student projects will be on display at TCPL beginning
March 6th. This partnership received coverage athttp:Z/cougarpride.lisd.net/-?p=2241.
Director Sveinsson participated with other city department directors in providing information
to students in Lakeview and Griffin Middle Schools' Leadership Program.
Twenty-eight daycare teachers received continuing education credits for the "Growing up
Wild" workshop hosted by TCPL; the curriculum is written especially for early childhood
educators of children ages 3-7. The workshop featured field-tested, hands-on, nature based
activities; including instruction on outdoor exploration, scientific inquiry, music & movement
as well as conservation activities. "Growing up Wild: exploring nature with young children"
is correlated to the National Association for the Education of Young Children (NAEYC)
standards and the Head Start Domains.
Six people attended this month's Kindle e-Reader demonstration. The six patrons who
attended learned how to use a computer to download books from the North Texas Libraries on

the Go consortium to their e-reader, as well as how to install an application that would allow
direct download to Kindle Fire devices and smart phones. Staff also demonstrated the
Library's Freading service, which offers additional downloadable titles.
Director Sveinsson, Youth Services Librarian Poore and Circulation Clerk Martin represented
TCPL at Peters Colony Elementary School's Literacy Night; 72 contacts were made and eight
library cards issued. Youth Services Librarian Amanda Poore reported that she and Circulation
Clerk Martin represented TCPL at tonight's Stewart's Creek Elementary School Science Night;
51 contacts were made and two library cards were issued.
TCPL has been invited to have a booth at the Summer Camp Vendor Fair at Morningside
Elementary School on 3-02-13 to promote summer reading clubs and programs, as well as to
issue library cards.
Director Sveinsson encouraged Board members to attend the performance at the end of the
March 2nd Tlieater Slain - A Play M a Day! The Theater Slam is a partnership project of The
Colony Playhouse, FOTCPL, and TCPL's Teen Writers' Club. The performance begins at 4 p.m.
3.6 Receive and discuss staff update regarding the NTLP eReader Lab Grant project and the
TSLAC Impact Grant project
Director Sveinsson noted that the Kindle received as part of the Lab Grant was used in the
Kindle eReader demonstration.
3.7 Review list of March library programs
The board members reviewed the list.
And with no further business to discuss the meeting was adjourned at 8:07 p.m.
