MINUTES
CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
DECEMBER 11, 2012
After determining that a quorum was present, the Planning and Zoning Commission of the City
of The Colony, Texas convened into regular session which was held on Tuesday, December 11,
2012 at 6:45PM in the City Council Chambers located in City Hall, 6800 Main Street, The
Colony, Texas, at which time the following items were addressed:
Board Members Present: Brian Wade, Chairman; Eddie McCormick, Vice-Chairman; Richard
Bambury; Karen Hames; Cesar Molina Jr.; and Shannon Hebb.
Board Members Absent: Debbie Morrison
Staff Present: Mike Joyce, AICP, Development Services Director; Brooks Wilson, AICP,
Senior Planner; Gordon Scruggs, Engineering Director; Ed Voss, City Attorney; Brian
McNuelty, Recording Secretary
1.0 CALL REGULAR SESSION TO ORDER
Chairman Wade called the meeting to order at 6:45 PM.
1.1 Citizen Input
No one came forward.
2.0 CONSENT AGENDA
2.1 Consider approval of the minutes of the November 27, 2012 Regular Session.
2.2 RP12-0006 - Gateway 121 Commercial Subdivision
Consider approval of a commercial replat of Lot 2, Block A of the Gateway 121
Commercial Subdivision into Lot 2R, Block A of the Gateway 121 Commercial
Subdivision, a total 12.88 acres, located on the southeast corner of Memorial Drive and
Blair Oaks Drive.
It was moved by Commissioner Hames to approve Items 2.1 and 2.2; seconded by
Commissioner Hebb. Motion carried (6-0).
3.0 PUBLIC HEARING
3.1 RP12-0004 Aberdeen at Tribute Replat
Conduct a public hearing, discuss and consider approval of a replat of Lots 2A, 20 and
24, Block I of Aberdeen at Tribute Phase 1 into three (3) lots, Lots 2AR, 20R and 24R,
Block I of Aberdeen at Tribute Phase 1, being a 2.88 acre tract of land, located west of
Lebanon Road, off Little Mill and Strathmill Drive.
Ms. Wilson presented the staff report.
Commissioner Molina asked how many square feet are being added to each lot.

Ms. Kathy Cunningham, representing Matthews Southwest, 1660 South Stemmons Freeway,
Suite 100, Lewisville, Texas, stated that the lot on Strathmill, a corner lot, will add
approximately fifteen (15) feet to its southern boundary and the lot on Little Mill will add
approximately five (5) feet.
Chairman Wade opened the Public Hearing. No one came forward.
Chairman Wade closed the Public Hearing.
It was moved by Commissioner Molina to approve Item 3.1 as presented, seconded by
Commissioner Bambury. Motion carried (6-0).
3.2 RP12-0005 Balmerino at Tribute Replat
Conduct a public hearing, discuss and consider approval of a replat of Lot 1, Block D of
Balmerino at Tribute into one (1) lot, Lot I R, Block D of Balmerino at Tribute, being a
0.23 acre tract of land, located on the southeast corner of Kingsbarns Drive and
Balbirnie Court.
Ms. Wilson presented the staff report.
There were no questions from the Commissioners.
Chairman Wade opened the Public Hearing. No one came forward.
Chairman Wade closed the Public Hearing.
It was moved by Vice-Chairman McCormick to approve Item 3.2 as presented, seconded
by Commissioner Hames. Motion carried (6-0).
3.3 Z12-0001, Planned Development District No. 26
Conduct a public hearing, discuss and consider making a recommendation to City
Council regarding a zoning change on a tract of land totaling approximately 29.08 acres,
generally located on the both sides of Waters Edge Drive and the west side of Waters
Edge Court, from an Agriculture (A) zoning district to a Planned Development (PD-26)
zoning district-, providing the permissible uses and development standards thereof.
Ms. Wilson presented a modified staff report.
On the advice of the City Attorney, Chairman Wade opened the Public Hearing. No one came
forward. The public hearing was continued until the Planning and Zoning Commission meeting
on January 22, 2013.
3.4 SI12-0021, Master Thoroughfare Plan Amendment
Conduct a public hearing, discuss and consider making a recommendation to City
Council regarding an amendment to the Master Thoroughfare Plan, Appendix D,
Comprehensive Plan, of the Code of Ordinances for thoroughfares located within
Planned Development 25.

Ms. Wilson presented the staff report.
Commissioner Bambury asked about the alignment of the four lane divided roadway that runs
parallel with S.H. 121 and asked what could be built in the area between the two roadways.
Mr. Scruggs responded that the Master Thoroughfare Plan is a concept and that the actual
alignment may be modified at the time of construction.
Commissioner Hebb asked if the three (3) feet proposed behind the curb would accommodate
sidewalks and bike paths.
Mr. Scruggs responded that the developers are planning an extensive network to accommodate
pedestrian and bike traffic and these trails and sidewalks will be placed within easements.
Commissioner Hebb asked if TxDOT had approved the design for the overpass.
Mr. Scruggs responded that TxDOT had approved the concept of the design and the 30% plans.
Chairman Wade opened the Public Hearing. No one carne forward.
Chairman Wade closed the Public Hearing.
It was moved by Commissioner Bambury to approve Item 3.4 as presented, seconded by
Commissioner Hebb. Motion carried (6-0).
There being no further questions or discussion, Chairman Wade adjourned the meeting at
7:05 p.m.
