CITY OF THE COLONY, TEXAS
ORDINANCE NO. 2012-1988
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF THE
COLONY, TEXAS, AMENDING THE CODE OF ORDINANCES, BY
AMENDING CHAPTER 2, ARTICLE 11, ENTITLED "BOARDS AND
COMMISSIONS," SECTION 2-203 MEETINGS, SECTION 2-204
ATTENDANCE, AND SECTION 2-207 PRESIDING OFFICERS;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS
CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of The Colony, Texas, finds and determines it is
in the best interest of the City to amend the Code of Ordinances Chapter 2, Article II, entitled
"Boards and Commissions" for the purpose of clarifying the expectations for citizen input at board
meetings, revising the attendance requirements to allow City Council discretion, and to allow the
reelection of board chairpersons if so elected at the start of new terms.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF THE COLONY, TEXAS:
SECTION 1. That the findings set forth above are incorporated into the body of this
Ordinance as if fully set forth herein.
SECTION 2. That the Code of Ordinances of the City of The Colony, Texas be, and the
same is, hereby amended by amending Chapter 2, Article II, entitled "Boards and Commissions",
by amending Section 2-203, Section 2-204, and Section 2-207, which shall read as follows:
DIVISION 1. GENERALLY
Sec. 2-203. Meetings.
All boards, commissions or committees....

"Regular meeting agendas shall include an item for citizen input to allow citizen
comments on posted agenda items or other items specific to that particular board.
Guidelines for citizen input shall reflect those adopted for city council meetings."

Sec. 2-204. Attendance.
Any member of a board, commission or committee....
"Due to the diversity of some boards in regard to the number of meetings held
each year, or the number of extracurricular activities or events board members
may attend while serving in that capacity, the city council reserves the right to
consider the number of meetings or activities when evaluating attendance."
Sec. 2-207. Presiding officers.
"Bach board shall elect annually from its members a chairperson and a vice-
chairperson. Each board may elect annually from its members a secretary.
Elections shall occur at the first meeting of each board following the start of new
terms."

SECTION 3. If any section, article paragraph, sentence, clause, phrase or word in this
ordinance, or application thereto any persons or circumstances is held invalid or unconstitutional by
a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions
of this ordinance; and the City Council hereby declares it would have passed such remaining
portions of this Ordinance despite such invalidity, which remaining portions shall remain in full
force and effect.
SECTION 4. That all provisions of the Ordinances of the City of The Colony, Texas, in
conflict with the provisions of this ordinance be, and the same are hereby amended, repealed, and all
other provisions of the Ordinances of the City not in conflict with the provisions of this ordinance
shall remain in frill force and effect.
SECTION 5. This Ordinance shall become effective from and after its date of passage in
accordance with law.
