MINUTES
CITY OF THE COLONY
PLANNING AND ZONING COMMISSION
OCTOBER 23, 2012
After determining that a quorum was present, the Planning and Zoning Commission of the City
of The Colony, Texas convened into regular session which was held on Tuesday, October 23,
2012 at 6:30PM in the City Council Chambers located in City Hall, 6800 Main Street, The
Colony, Texas, at which time the following items were addressed:
Board Members Present: Brian Wade, Chairman; Eddie McCormick, Vice Chair; Richard
Bambury; Karen Hames; Shannon Hebb Cesar Molina Jr. and Debbie Morrison.
Board Members Absent: None.
Staff Present: Mike Joyce, AICP, Development Services Director; Brooks Wilson, AICP,
Senior Planner; Gordon Scruggs, Engineering Director; Ed Voss, City Attorney; Brian
McNuelty, Recording Secretary
1.0 CALL REGULAR SESSION TO ORDER
Chairman Wade called the meeting to order at 6:50 PM.
1.2 Citizen Input
No citizen input was received.
2.0 CONSENT AGENDA
2.1 Consider approval of the minutes of the September 25, 2012 Regular Session.
2.2 RP12-0003 Parks of Austin Ranch
Consider approval of a replat of Lots 7, 8 and 10X, Block A of the Parks of Austin Ranch
Addition into six (6) lots, Lots 7R, 8R, IOX-R, I IX, 12 and 13, Block A of the Parks of Austin
Ranch Addition, being a 21.50 acre tract of land, located at the northeast coiner of Arbor Hills
Way and Davidson Street.
Mr. Voss, City Attorney, stated that on page 2 there was a sentence that does not make sense and
he would like delete that sentence.
Commissioner Bambury stated that there is also an error on page 4 where it says "it was moved
by Commissioner Bambury to deny Item 3.2, seconded by Commissioner Hames. Motion failed
(3-3 with McCormick, Hebb and Wade opposed)." It should be "it was moved by Commissioner
Bambury to deny Item 3.2, seconded by Commissioner Hames. Motion failed (2-4 with
McCormick, Hebb, Molina and Wade opposed)."

It was moved by Commissioner Hames to approve Items 2.1 and 2.2 with the correction
mentioned, seconded by Commissioner Hebb. Motion carried (6-0). Commissioner
Morrison abstained.
3.0 PUBLIC HEARING
3.1 SI12-0015 Revisions to Section 10B, Accessory Structures
Conduct a public hearing, discuss and consider making a recommendation to City Council
regarding revisions to Section 10B, "Regulations and Design Guidelines for Accessory
Structures," to add attached carports as an allowed use and to make changes to the language of
the ordinance for improved clarity.
Ms. Wilson presented the staff report.
Commissioner Hebb asked how do the HOA's requirements fit in since some HOA's do not
allow carports.
Ms. Wilson responded the HOA would prevail at that point.
Chairman Wade opened the public hearing.
There being no one coming forward, Chairman Wade closed the public hearing.
It was moved by Commissioner Hames to approve Item 3.1 as presented, seconded by
Commissioner Molina. The motion carried (7-0).
4.0 ITEMS FOR INDIVIDUAL CONSIDERATION
4.1 SIII-0018 - 2011-2012 Planning and Zoning Commission Annual Report
Review the 2011-2012 Planning and Zoning Commission Annual Report.
4.2 SI12-0012 Revisions to the Gateway Overlay District Ordinance
Conduct a workshop to discuss revisions to Section 10A, "Gateway Overlay District
Regulations," of Appendix A, Zoning Ordinance.
Ms. Wilson presented the staff reports.
The Board discussed Gateway Overlay District Regulations.
There being no further questions or discussion, Chairman Wade adjourned the meeting at
7:15 p.m.
