FOR ENGINEERING SERVICES IN CONNECTION WITH THE STEWART CREEK WASTEWATER TREATMENT PLANT EXPANSION PLAN AND SITE UTILIZATION STUDY, WHICH IS ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City and Consultant have entered into a Contract such that the Consultant is to provide the following services: ENGINEERING SERVICES IN CONNECTION WITH THE STEWART CREEK WASTEWATER TREATMENT PLANT EXPANSION PLAN AND SITE UTILIZATION STUDY; and WHEREAS, the City has determined that it is in the best interest of the City to enter into the Contract with Carollo Engineers, Inc., which is attached hereto and incorporated herein by reference as Exhibit "A," under the terms and conditions provided therein; and WHEREAS, with this Contract the City of The Colony is agreeing to pay the sum of $67,915 for such work. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE COLONY, TEXAS THAT: Section 1. The Professional Services Contract, which is attached hereto and incorporated herein as Exhibit "A", having been reviewed by the City Council of the City of The Colony, Texas, and found to be acceptable and in the best interest of the City and its citizens, be, and the same is hereby, in all things approved for a total amount of $67,915. Section 2. The City Manager is hereby authorized to execute the Contract on behalf of the City of The Colony, Texas. Section 3. ATTE is 14e McC `our Mayor City of The(Colony, Texas s» a Chris ie Wilson, City Secretary APPROVED AS TO NORM: Jeff Moore, (ity Attorney SCOPE OF SERVICES TASK ORDER NO. 3 CITY OF THE COLONY STEWART CREEK WWTP EXPANSION - WASTEWATER TREATMENT EXPANSION PLAN AND SITE UTILIZATION STUDY BACKGROUND Wastewater flows to the City of The Colony's Stewart Creek Wastewater Treatment Plant (WWTP) are anticipated to increase at a faster pace than anticipated in the Wastewater Master Plan Update (by others). The increased flows are associated with new large developments occurring on the south side of the City. To provide treatment for the increased wastewater flows, capacity improvements will be required at the Stewart Creek WWTP. In an effort to optimize existing capacity, the Stewart Creek WWTP received improvements to the air scour system for the existing web-based IFAS media modules in treatment Trains A and B. These improvements should increase the treatment capacity of Trains A and B and, consequently, impact the results from the recently completed Nitrification Optimization Project, where the capacity required for a new Train C depends on the actual capacity of Trains A and B. For this reason, the new capacity of Trains A and B must be determined to re-evaluate the improvements required to reliably and consistently meet the discharge permit at future flows and loads. The purpose of this Task Order No. 3 is to identify the Scope of Work, Fee, and Time of Performance to determine the capacity of Trains A and B after the air scouring upgrade, to revisit previously developed treatment alternatives and evaluate capacity of treatment processes that were not previously included. In addition, a plan will be developed to expand the plant to the build-out capacity on the existing site. SCOPE OF WORK TASK 1.0 TRAINS A AND B CAPACITY EVALUATION 1.1 Collect and Review Historical Plant Data Professional shall coordinate with City staff to obtain historical plant data generated after August 31st, 2011. Data will include influent flows, influent/effluent wastewater quality, daily wastewater characteristics, solids handling facilities data, chemical usage, and electrical power usage. 1.2 Review Stress Test Protocol Professional shall coordinate with City staff to review a protocol developed by others to demonstrate that Train B can meet the performance specification established during the design of the existing IFAS system . 1.3 Analyze Stress Test Results Page 1 of 4 Professional shall coordinate with City staff to obtain the process and operating data generated during the stress tests. Professional shall analyze the data obtained during the Stress Test. 1.4 Recalibrate Biological Model Professional will modify the process model for the WWTP based on the process and operating data obtained during the stress test. Professional shall benchmark the treatment performance of Trains A and B and estimate the capacity at annual average and maximum month flow conditions. TASK 2.0 WASTEWATER TREATMENT EXPANSION PLAN AND SITE UTILIZATION STUDY 2.1 Update the Biological Model for Process Alternatives Professional will modify the process models for the WWTP to evaluate three (3) process alternatives to allow the plant to meet current and future effluent requirements including a build-out flow of 6.2 mgd. The model will include the current plant and any additional facilities required to meet effluent requirements. The model will incorporate previously collected data and flow projections from the Phosphorus Removal Project as collected by City staff. 2.2 Analyze Process Alternatives and Layout the Site for Expansion to Build-Out Capacity Professional will re-evaluate process alternatives with City staff to determine the most operator friendly, biologically stable, and cost effective of the three (3) evaluated alternatives. The alternatives will be expanded to include the expansion of the headworks, filters, UV disinfection facility and effluent flow measurement which have not been evaluated in either the Phosphorus Removal Study or the Nitrification Optimization Study. New facilities will be arranged on site to meet TCEQ 217 setback requirements. Approximate electrical loads will be established, plant electrical system will be evaluated, and expansion alternatives, if required, will be developed. An additional alternative of Secondary Process Replacement with equally sized trains will be evaluated to provide better operability and plant control. 2.3 Update the Capital and O&M Cost Estimate Professional will update conceptual cost estimates including capital and operations and maintenance costs for use in alternative evaluation. TASK 3.0 DELIVERABLES Professional will prepare a Plant Expansion Plan and Site Utilization Technical Memorandum (TM) to summarize and document the results. The TM will be discussed with the City in a workshop. Page 2 of 4 • Draft Report - six (6) hard copies and electronic file. • Final Report - six (6) hard copies and electronic file. TASK 4.0 PROJECT MANAGEMENT, QUALITY MANAGEMENT, AND MEETINGS 4.1 Project Management Professional will manage professional services to complete the project. These services will include preparation of invoices, progress reports, and directing staff and internal resources in a manner so that project milestones and deliverables are met as scheduled. 4.2 Quality Management Professional will provide quality management services for the project. The professional's quality management team will ensure that the project deliverables adhere to schedule and quality expectations. 4.3 Project Meetings and Workshops Professional will conduct project meetings and workshops to obtain key decisions and input from the City. Professional will be responsible for developing meeting agendas, meeting materials, and draft meeting minutes within one week after the meeting date. Meeting minutes will include a list of action items and a decision log. The project will consist of two meetings and workshops as follows: ■ Project Kickoff Meeting Workshop - Plant Expansion Plan and Site Utilization Review 4.4 Project Progress Monitoring and Status Reports Professional will monitor project progress. Professional will prepare project invoices, together with a progress report and will submit these on a monthly basis to the City. FEE City and Professional have established a not-to-exceed budget of $67,915.00 to complete all services under this Task Order. This amount will not be exceeded without a contract amendment. City will pay the Professional a lump sum amount for services identified in Task Order No. 3. Attachment 1 shows the estimated fee amount for each task. These amounts do not reflect an actual ceiling per task. Fee may be reallocated between tasks at Professional's sole discretion as long as the total lump sum budget is not exceeded Professional agrees to complete these services for this amount, unless the fee is amended as a result of a change to the Scope of Work or Time of Performance. Page 3 of 4 The fee assumes that all work will be completed within 120 calendar days from the Notice to Proceed. Should the project be delayed beyond this time for any reason, the Professional reserves the right to renegotiate the agreement to cover actual cost. TIME OF PERFORMANCE Professional shall commence work immediately following notice to proceed. Professional has reviewed the project with City and agrees that the following schedule is a reasonable time frame within which to accomplish the work. Days After Notice to Proceed Submit Draft Report 90 days after notice to proceed Submit Final Report 30 days after receipt of City comments Professional/City mutually agree that they will work toward meeting the schedule. Should the Scope of Work be changed and/or should problems arise during the course of the work effort that could affect the above schedule, it is understood that both City and Professional will develop a revised schedule and budget limit, if required, to address scope changes, delays by City or other problems.
