January 26, 1999
A Regular Session of the Telecommunications Board of The City of The Colony, Texas was
called to order by Chair Clark Switzer at City Hall, 5151 North Colony Blvd., The Colony, TX at
7:05 P.M.
Attendance: Chairman Clark Switzer, Vice Chairman Bill Cunningham, Secretary Russell
Raybourn, Walter Gillett, Duane Sanders, Joan Sveinsson - Library Director/Staff
Liaison, Gary Hinkle - guest
Absent: Allen Harris (excused)
1. Citizen's Input none
2. Election of officers: Duane Sanders made the motion to retain the officers as currently
serving, Walter Gillett made the second, approved unanimously.
3. Consideration of approval of minutes of the board meetings held Dec. 16,1997,
Sept. 3,1998, Oct. 20,1998, Nov. 10, 1998, and Dec. 8,1998.
Motion made by Duane Sanders to strike approval for the minutes of Dec. 16, 1997
due to notes not being available, seconded and approved unanimously.
Minutes of Nov. 10, 1998 motion for approval by Walter Gillett, second by Bill
Cunningham, approved unanimously.
Minutes of Nov. 24, 1998 motion for approval by Duane Sanders, second by
Walter Gillett, approved unanimously.
4. Update from TCI Cablevision representative Highland Village upgrade is in and switch over
running a month behind schedule due to delay in highway permits. Gary is also
keeping an eye on City Hall remodel and having outlets placed wherever planners
think outlets are needed; Clark is to provide a floor plan with outlets indicated, bid
opening to be Feb. 6,1999.
Gary purchased for $80.00 a radio with the proper outlets for NOAA broadcasts but
could not get clear reception, probably need an external antenna.
The Colony upgrade is scheduled to start Apr. 1, 1999 and take about five months. Do
we want to schedule a public hearing about mid-March to let citizens know of
upcoming disruptions in service? TCI will place door-hangers on subscribers
doors the day before work begins in'the various areas. TXCN will be on ICI's
upgrade.
EAS system required with 10,000 subscribers. Jim Mogg is responsible for EAS/FCC
regulations
5. Discussion and consideration of recommendations from the Cablecast Policy Committee for
revisions to the policy to allow coverage of political candidate forums.
Duane Sanders made the motion, seconded by Russell Raybourn that the draft be
presented to The Colony City Council as written, approved unanimously. The
policy should be on the Feb. 1, 1999 agenda. Joan is to advise City Manager
Lanny Lambert that additional VHS 120 tapes will be needed for the political
forums.
6. Discussion and consideration of recommendations regarding the proposed CoServ Cable
Franchise Agreement.
The agreement is currently in the hands of both attorneys and is to be presented to the
City Council. The agreement is written to cover only new areas. We recommend
that a clause be added stating that if citizens living within one mile of a new area
and twenty neighbors request the new service, then CoServe would be obligated
to provide the service. CoServe is counter offering to provide $25.00 per
subscriber in lieu of equipment, the Telecommunications Board feels the
equipment requirements should be equivalent between TCI and CoServe.
The City Council now requires all new franchise agreements be written for five year
periods.
Duane Sanders made the motion, second by Walter Gillett to require CoServe to provide
equipment rather than dollar subsidy. Approved unanimously. Consensus of The
Colony Telecommunications Board is to write a memo to the City Council (copy
to Lanny and copy to Joan) with above recommendation.
7. Reports;
7.1. Chair recommend we drop our meetings to once per month on the second
Tuesday beginning Feb. 9,1999. Approved unanimously.
7.2. Budget none
7.3. Staff Liaison Wilma Avey and Councilperson Bernetta Henville- Shannon are
trained on equipment usage to cablecast 4A Board meetings. Joan made a
sign-out form to be used for checking out equipment.
7.4. TCI Liaison none
7.5. AM/FM Radio none
7.6. Telephone proposed rate increases of $0.45 per month residential and $1.05 per
month business.

A Regular Session of the Telecommunications Board of The City of The Colony, Texas was
called to order by Chair Clark Switzer at City Hall, 5151 North Colony Blvd., The Colony, TX at
7:03 P.M.

2. Consideration of approval of minutes of the board meetings held Dec. 16,1997,
Sept.3,1998, Oct.20,1998, Dec.8,1998, and Jan.26,1999. Minutes not available at the
time of this meeting.
3. Discussion and consideration of recommendations regarding proposed CoServ Cable
franchise agreement.
Tony, Clark, and CoServe representative to meet the week of Feb. 13,1999 to
discuss the equipment requested hold-up with the franchise agreement.
4. Reports:
4.1. Chair Chief Clark informed the Telecommunications Board that Denton County
has put in a new repeater station just outside of Aubrey in hopes that
problems in South Denton County will be solved. If not, will purchase a
new system with money designated for new communications equipment.
4.2. Budget bids are in for new equipment for the new City Hall. ECI and Global
are jobber shops and have best bids. Recommend that bids be split
between ECI and B & H except for NOAA radio which we recommend
be purchased from Global. TO is putting in nineteen drops including an
amplifier for the new City Hall and is furnishing a 2" pipe to bring in their
cable signals in and out to the back of the building. Start the budget
process for the new year in April, 1999 for enhancements.
4.3. Staff Liaison 386 computer and scanner presented by Ray Reyes
4.4. TO Liaison Arlington is suing TCI Cable for raising rates too high, our
City Attorney should keep apprised of the situation.

4.14. Other Reports warning sirens were tested Wednesday, Feb. 3,1999, TCI went off
air, no sirens went off, repairs made, tested Thursday and all but one
worked. We have another telephone company in town to compete with
Southwestern Bell and CoServe

JUNE 8, 1999
A REGULAR SESSION of the Telecommunications Board of the City of The Colony, Texas, was
called to order by Chair Clark Switzer at 7:05 p.m. at City Hall, 5151 North Colony Blvd., The
Colony, Texas.

2. Consideration of approval of minutes of the board meetings held December 16, 1997,
September 3, 1998, October 20, 1998, December 8, 1998, January 26, 1999, and April 13, 1999.
As the former secretary responsible for the December 16, 1997 minutes has moved out of the
state and as the notes from the September 3, 1998 public hearing (at which no members of the
public requested time to speak) have been lost, it was the consensus of the members present
that consideration of these minutes be dropped from further agendas. Consideration of the rest
of the minutes was tabled to the next meeting.
3. Discussion and consideration of proposed budget recommendation for TCGTV for FY 1999-
2000.
Chair Switzer reviewed the draft of the budget proposal with the members of the Board. Vice-
Chair Cunningham moved that the budget be submitted to the Finance Director as presented.
Member Gillett seconded the motion and it passed unanimously.
4. Review and discussion of the Board's roles and duties.
Staff Liaison Sveinsson provided a copy of City Ordinance No. 97-998, which established the
Telecommunications Board and which lists the powers and duties of the Board. Member Harris
expressed a desire to broaden the scope to include advising and/or assisting in the area of
computer-related telecommunications. Director Sveinsson advised that the City now has a full-
time MIS Manager and suggested that Member Harris contact her directly to offer his services on
an as-needed basis.
5. Reports:
5.1. Chair
5.1.1. A work party at New City Hall will be held on Wed., June 9th, at 6:30 p.m. Chair
Switzer requested that all members participate.
5.1.2. Committee appointments:
5.1.2.1. Grants research: Member Harris
5.122. AM/FM radio & grant funding for same: Vice-Chair Cunningham and Member
Sanders
5.1.3. Chair Switzer reported that Jay Cubberly might be interested in serving on the Board.
5.2. Budget: covered in #3 above.
5.3. Staff Liaison: None.
5.4. T.C.I. Liaisons:
5.4.1. Chair Switzer reported re: the meeting with the Mayor, City Manager, and Ricky
Allen of TCI.
5.4.2. Staff Liaison Sveinsson read the memo from the City Manager reporting that Ricky
Allen had called on June 7t" to report that TCI was allowing him to "price out" the costs
of a new upgrade in The Colony, that this was the first step in an upgrade, that this was
good news, and that he would tell us of a construction schedule when available.
5.4.3. Chair Switzer reported that TCI had finished wiring in the new City Hall, but that a
distribution amp is still needed.
5.5. AM/FM Radio: tabled to next meeting.
Vice-Chair Cunningham departed at 8:10 p.m.
5.6. Telephone: None.
5.7. Cablecast Policy: Discussion ensued re: bulletin board postings, policies, and the need to
separate from the public safety bulletin board. Chair Switzer will have Vice-Chair
Cunningham contact TCI to see if Channel 43 is available.
5.8. Cablecast Production
5.8.1. Chair Switzer will be meeting with production volunteers prior to the next sports
season to establish requirements.
5.8.2. Member Harris will contact LISD principals/liaisons re: broadcast of their activities and
of education-related information.
5.9. Cablecast Training: Bernetta Henville-Shannon will continue to assist.
5.10. Ham Radio: None.
5.11. Internet: None.
5.12. Satellites: May want to research in relation to FM radio.
5.13. Technology Overlaps: None.
5.14. Other reports: None.

The next regular session will be held on July 27, 1999.

The minutes of the June 8, 1999 meeting were approved. Consideration of approval of minut(
of the board meetings held October 20, 1998, December 8, 1998, January 26, 1999, and April 1
1999 was tabled.
4. Discussion of proposed CoServ Cable franchise agreement.
After more than an hour-long discussion, the Telecommunications Board agreed to recommei
that the universal service requirement be retained in the proposed CoServ Cable franchi;
agreement. In further discussion, it was the consensus of members present that they woL
support a longer period of time to provide line extension. The members of the Board we
concerned regarding legal ramifications of granting a preferential agreement to CoServ and tl
potential of TCI cutting service. Should Council decide to pursue the CoServ agreement, t!
Board has several other concerns, specifically in regard to Section 4. Educational & GovernmE
Access in regard to the requirements for the additional PEG channel and the capital support
equipment.
5. Consideration of appropriate action resulting from the discussion of the proposed CoServ Cat
franchisee agreement.
Member Harris moved that the Board recommend that the universal service requirement
retained in the proposed CoServ cable franchise agreement. The motion was seconded
eqo%
Member Sanders. All members present voted "yes," with the exception of Membe Heffi-rr
abstained.
Chair Switzer will send a memo to the Council stating the Board's recommendation and concer

6.1. Chair
6.1.1. Chair Switzer needs a volunteer to air the tapes of the football games. Member Gillett
volunteered to do this week, Member Cunningham will check with Chief Clark to see if
the Dispatch personnel could air the tapes from the Police Department equipment.
6.1.2. All equipment for the new City Hall TCGTV operation has arrived.
