PUBLIC HEARING
DECEMBER 19TH, 2002

1. RECEIVE PUBLIC INPUT REGARDING FUNDING FOR THE DEVELOPMENT OF A TRAIL
MASTER PLAN -
Pam informed everyone that the city has received an agreement from Dunkin, Sims & Stoffels to develop
a citywide Trail Master Plan. This public hearing is for the expenditure of funds.
Rick Alexander - 3824 Red Oak Trail, The Colony, TX 75056 - He is very supportive of this project.
Development of trails in the city will provide people with another source of transportation, help the
environment, and promote better health to residents. It will also help generate community awareness of
his organization - Bikes On o. jUission (BOM). The organization rebuilds used bikes donated by several
different entities and gives them to the less fortunate. His organization is also excited about having a
trail system in the city. He offered his assistance.
Wayne Sueltz - 3820 Pecan. Crossing, The Colony, TX 75056 - He is the president of The Colony
Roadrunner's Club. The club has approximately 45 families that participate. The club consists mostly of
social runners. Having a trail system will provide a safe place to run. Currently the group travels to
other cities that have trails, to run on. With all the amenities our city has, the club believes The Colony
could be the premier place in the metroplex to develop a trail system. The club has offered a financial
commitment, although no amount has been determined, to assist with the development of the trails.
Dennis informed the board and the residents that with all the amenities the city has, it has the potential to
develop a premier trail system of the metroplex; one that people from other cities will want to come and
use. He said he will work closely with stgff, the 4B and Park Boards, and wants input from the citizens in
the development phase of the plan.
The public hearing was adjourned at 7:00 p.m.

I would not like to speak but I would like to leave my continents in writing for
the record.
Bikes On A Mission would like to offer it's support to the Colony and The Colony
Parks and Recreation Department in the development of bicycle and pedestrian
trails for citizens and visitors to use. Bikes On A Mission provides youth in the
Colony and the Dallas/Ft. Worth metroplex the opportunity to rebuild used bikes
donated by individuals, businesses, law enforcement and other agencies.
BOM wants to help today's youth recognize the importance of accepting
individual responsibility to helping others less fortunate within their community.
The program also assists youths to recognize the benefits that can result from
positive actions they can accomplish when helping others. The bicycle is used
as a tool to attract today's youth to play a positive role in the community in which
they live.
BOM and its youth want to support and assist the Colony in community clean-ups
in neighborhoods and parks, and the development of pedestrian and bicycle
riding trails. Also to provide community awareness projects in building these
trails.
BOM has also put together a network of retail bicycle shops as donators of used
bicycles for a continuing supply of bicycles that the youth may work on to develop
their skills to the required level for employment in a professional bicycle shop.
The program will also provide the community with an alternative mode of
transportation to enable them to seek and maintain employment.
BOM want to provide the free use of a bicycle on a temporary basis for
transportation to a specific destination where the bicycle is then left so another
person may use it for their temporary transportation need. The ability to use
public trails to travel in around the Colony would provide the people another form
of transportation that would help eliminate traffic congestion, help the
environment, and promote better health to individuals walking and riding bicycles.
