REGULAR SESSION
AUGUST 15TH, 2002

1. CITIZEN'S INPUT - None.
2. APPROVAL OF MINUTES OF JULY 18TH 2002 REGULAR SESSION AND PUBLIC
HEARING -
Motion to approve - Sanders; second King; motion carried with all ayes.
3. CONSIDERATION OF APPROVAL OF FUNDING FOR THE PURCHASE OF
LIGHTING AND SOUND EQUIPMENT -
Pam reminded everyone that City Council will also have to approve this, and we will need to get
3 quotes before we can purchase these items. Motion to approve - Sanders; second - King;
motion carried with all ayes.
4. REVIEW AND CONSIDERATION OF RE-ALLOCATING $150,000 FOR HOME DEPOT
REIMBURSEMENT FROM FUND 64 TO BE USED FOR WATER UTILITY PAYMENT
FOR THE FIRST YEAR AT FIVE STAR -
Pam informed everyone that Council is aware that the board has been asked to help pay a portion
of the water bill for the first year. Motion to approve -Sanders; second - King; motion carries with all
ayes.
5. UPDATE FROM DIRECTOR / ASST. DIRECTOR -
Five Star - A portion of the walking trail has been completed; it is 8 ft. wide, and when it is
completely finished, it will be 1.2 miles. Work has begun on afire lane. The concrete
people are trying to be finished by the end of August. The grass has not been planted yet
and we aren't sure when it will be planted; there have been several discussions about
this, but we haven't made a decision yet. We are in the process of getting the plans for
the east parking lot; it will park 108 cars. There are still funds in the contractor and 4B
contingency funds that may help us to be able to install lights on the second football field
and east parking lot.
Skate Park - Received the results of the soil test from the construction engineer. The recommendation
is that we dig out an 8 ft area; a 90 x 90 square, put water in the soil and compact it, then
build the skate-park. The engineer and the soil test people are trying to figure out
something different; if we follow their recommendation, it will cost over $100, 000.
Lions Club - Buck has begun installing an irrigation system throughout the park. There will be
a sign showing this as a 4B project.
Financial Statement - There were no questions or issues with the financial statements.
Budget - There have been questions from the budget workshops with City Council regarding
what you have planned with your money over the next 5 years. There has been
discussion by some Council members about CDC being asked to pay for maintenance
and Operations at Five Star. Pain recommends a work session between the board and
City Council so this issue can be discussed.
With no further business to discuss, the meeting was adjourned at 8:05 p.m.
