L DISCUSSION AND CONSIDERATION OF GRANT APPLICATION FOR THE
COMMUNITY COMPLEX.
Pam distributed a copy of TPWD grant project summary for the last 14 years. The Park
Board also received a copy of this at their meeting. We need to determine whether or not
we should apply for the grant.
One factor that scores high points on a grant application is getting an outside
contribution as your matching Source of funds for your project. It can be from a
developer or just a donation. The grant we would be applying for is $500,000. The
school district has been approached, but they are only interested in a future natatorium
and that won't be in the first phase, therefore they declined.
Pam and Dennis have discussed the possibility of utilizing the drainage improvements
being done by JNC as our match. Pam asked TPWD if this was possible; it is but only if
JNC doesn't do any work until after we are notified of the grant. Any work done prior to
the notification of the grant does not count. They don't allow waivers of retroactivity for
developers contributions.
Dennis now has a staff member that worked in the grant division of TPWD and his name
is George. George did a mock scoring of our grant application based on the elements
we're putting in, the facilities we already have in place and the way things are listed in
the Master Plan. The points we scored with a developer's contribution were between 85
-95 points; without the developer's contribution we scored 70 - 85 points. If we wanted
to change anything on our priority list, we would have to submit a letter to TPWD with
our grant application stating this project is getting ready to begin; we would remove it
from our priority list and everything else moves up. You score big points for your #1 and
#2 items on your priority list. Some other areas they award big points for is acquisition
of wetland areas, if you're creating a park that doesn't exist anywhere else in your city,
and if a park or facility is being built to serve low income or inner city population. We
won't score points in any of these categories because they aren't relevant to our grant.
If we told Dennis to forget the grant and to start next week with the planning, design and
developing the construction documents, it would take him 5 - 6 months, which would be
June. Notification of the grant is in August. We'd lose 1 - 2 months construction time if
we didn't wait for the grant and we'd lose $5,000 for having the grant application
prepared.
Our chances on getting the grant are slim based on what we have in this first phase. In
the next phase we will have the 35 acres; we'll be able to score more points because we'll
have more options. The land is already being held in trust so the value of the land can be
used as our matching contribution and we can still apply for the grant.
A public hearing is on the City Council agenda Monday night regarding the grant and a
resolution authorizing us to apply for the grant.
Sue made a motion to spend $5,000 to apply for the grant. Delmer seconded the motion.
The motion carried.
