HomeMy WebLinkAbout02/02/1999 CDC MINUTES WORK SESSION THE COLONY COMMUNITY DEVELOPMENT CORPORATION CITY OF THE COLONY DENTON COUNTY, TEXAS FEBRUARY 2, 1999 Present: President Susan King Sue Walden - Member Pamela Kane - Secretary Don Goebel - Member Absent: Morris D. Seay - Vice President Vicki Briggs - Treasurer Rick Manser - Member Guests: Mesa Design Group - Stan Cowan, Principal and Robin McCaffrey, Principal Schrickel, Rollins & Associates, Inc. - Hershel Lindly, Vice President, Susan Schweeck, Project Manager President Susan King called the meeting to order at 7:00 p.m. and called on Stan Cowan, of the Mesa Design Group to give his presentation. The Mesa Design Group is a Land Planning and Landscape Firm. It has been in existence for 18 years and employees 30 people. They have experience with several metroplex communities as well as other regions of the state. Some of the local communities they have done projects for include: Coppell Community Park Oak Grove Park - Grapevine Old City Park - Downtown Dallas Natural History Park - Fair Park Amphitheater Liberty Park Plaza - Grapevine Quorum Park - Addison Plano Nature Preserve - $500,000 grant TXPW They have done many trail systems and waterfalls and they try to preserve as many natural features as possible. They were drawn to this project by open spaces. They believe that open spaces portray the image of the city and that parks are the fundamental infrastructure. Three issues they address for every project: 1. Demand - where to place the service 2. How do you acquire dedications now and in the future. 3. Form - think broad spectrum; not just ballfields. They have worked on multi-use facilities and been involved in private partnership facilities and have also done a lot of work with the Corp of Engineers. To determine what is best for the community they will first evaluate what the city already has, hold public hearings or workshops, and solicit input from the public. President King called for a recess at 7:35 p.m. and reconvened the meeting at 8:00 p.m. President King called on Schrickel, Rollins & Associates, Inc. to give their presentation. Hershel Lindly, Vice President, said if his firm is chosen, his team will consist of a staff including park planners, land planners, landscape architects, engineers, and a Recreation Economist. An outside company ran by Melody Mitchell will also be employed. She has worked with the city of Arlington and would handle the operations and maintenance issues. The firm has done 35 major Park Master Plans including plans for The Colony, Grand Prairie, and Arlington. They have an extensive background with letters of retroactivity and have done many preparations for grant applications with TXPW. They began their association with the city in 1972 while working for Dave Fox. Since then they have done 22 projects in The Colony and in 1977 did the first neighborhood shopping center in The Colony. Their approach is - 1. Define what you need or want - your plan has to relate to your needs. 2. Prioritize your projects. 3. Implement a plan. Melody Mitchell has 17 years experience in Parks & Recreation management and has run 8 swimming pools. One of her strengths is programming - coming up with different programs in order to get the most out of each facility so it will be cost effective, revenue based, and not supported by the general public. Terry, also of Schrickel, Rollins, & Associates, spoke about some of the projects their firm has completed. They have done athletic facilities for school districts and many 4B projects. Some examples of their work: Addison Trail Spring Creek Nature Trail - Richardson North Richland Hills - Adventure World Playground Josey Ranch Sports Complex - Carrollton Bryan Recreation Complex - Award for Excellence for Design Winters Park - Garland Texas Star - Euless Terry said they want a lot of input from the public and also would do a telephone survey. They have done a lot of work with the Corp of Engineers and have also done many grants with TXPW.
